Laura Létourneau

Laura Létourneau is a Corps des Mines engineer (Master of Public Administration). She began her career as a project manager at SunPower then joined Solvay in Brazil to help develop biotechnologies. She co-wrote the book “Uberize the State! Before others do it for you” (published by Armand Colin and prefaced by Xavier Niel), a call for a “State as a platform” model where public authorities leverage external innovations while guaranteeing democratic values. She applied this approach at Arcep (France’s Electronic Communication Regulatory Authority) as the head of the open internet unit, then as the co-head of digital health to the French Minister of health. She co-founded the informal network “A Cœur Public”, which brings together public servants who help each other to modernise public services.
