James L. Galloway 

James Galloway has a diverse background of military, government, commercial, and entrepreneurial experience and has positioned himself at the intersection of international affairs, business development, science and technology

James is the founder and director of Africa Consulting & Services, a services and consulting company located in Francophone West Africa and specialized in the defense, security and technology sectors. In this capacity, he assists both public and private clients in accessing resources and talent in a developing and dynamic region. Prior to this endeavor, he was a civil servant for the US Department of Defense, working as a Science and Technology Manager at U.S. AFRICOM and at the Office of Defense Cooperation at the U.S. Embassy in Paris.

He began his career as a U.S. Army officer, serving as an engineer with assignments in the U.S., Latin America and the Far East. He has worked as a UN Peacekeeping Support Operations trainer and advisor in sub-Saharan Africa with the U.S. State Department, has taught as a professor at France’s War College. He was also part of a management team that built a U.S.-based alternative energy company from the ground up.

James holds a Master’s Degree in International Affairs from IEP – Sciences Po Paris, and a Bachelor’s Degree in Mechanical Engineering from the U.S. Military Academy at West Point. He is the father of a French-American family. He and his wife, Cécile, a French journalist, have two sons, Simon and Benjamin.
